If you can, ask his parteners what he want/needs. Also, go to a golf shop and tell them your price range and they can help.

For him being that perform very well being that he prefers graphite or steel shafts steel shafts are usually used by experienced golfers check your husbands current.
The tommy armour sets they are good sets they have small sweet spot and are good brands.

well, there aren’t many great club sets at that price…I suggest you buy him a stuff from Golfsmith. Here’s some suggestions:

Here are 5 ways to get a decent deal on clubs
1. The roger dunn golfstore near us sells demo sets which are still in great condition but about 25% to 30% discounted. Check the store locator if this company has a store near you;
2. offers great clubs and variety of prices depending on the condition (a good used golf club is still a good club)
3. Ebay the nike pro combo or slingshot sets often have a $399 purchase now button on ebay, a friend of mine bought one of these sets and loves them
4. Local golf stores often will often have used clubs in the store that were traded in or returned clubs, you might get lucky and fiend a nice set for a decent price,
5. Large chains like golfsmith will often have a home brand that are clones of brand models but at lower prices. These clubs might not have the name brand but i played for 6 years with a set like this and got down to hcp 10 and hit a hole in one with them)
