They mean driving carts.

I used to own a cart bag. I could use it with a pull cart, but it was a bit awkward at times due to the weight & size of the bag. The pull cart would fall over fairly easily if I wasn’t on level ground because the bag was a bit top-heavy.

I ended up buying a cheap lightweight bag for when I walked and used the cart bag for when I rode.
